China Wants Next Month's COP31 Climate Summit to Confront Green-Tech Tariffs

China wants next month's COP31 climate summit in Turkey to take aim at what it calls a new threat to global climate action: tariffs on clean technology. Speaking at a press conference in Beijing on Wednesday, Vice Minister of Ecology and Environment Li Gao said the conference must address both old problems — rich countries' weak emission cuts and thin climate funding — and the new problem of “unilateralism and protectionism” chipping away at collective efforts.

The message is aimed squarely at the United States and the European Union. China is by far the world's biggest producer of the solar panels, wind turbines, batteries and electric cars the energy transition depends on, and its exports are facing steep barriers. Washington has imposed heavy tariffs on Chinese solar equipment and electric vehicles, while Brussels has done the same for Chinese cars, restricted some solar components, and opened an investigation into a major Chinese wind company over unfair competition.

Li said China would give a “firm response” to any smears or attacks against it at the summit. The 31st COP meeting begins in Antalya next month, where delegates will also try to build a roadmap for the $300 billion-a-year climate finance pledge made in 2024.
