Pakistan Privatisation Shake-Up: Government to Merge Two Bodies Into One Umbrella Entity

Parliament House in Islamabad (South Asian Voices)

Pakistan's government has moved to merge the Privatisation Commission and the Public-Private Partnership Authority into a single umbrella body, in a shake-up aimed at ending overlap between the two institutions that handle state assets and private investment in public projects.

Under the proposed legislation, the new entity will provide one framework to advise on, appraise, structure, facilitate and monitor public-private partnerships and state asset privatisations. It will also bring in standardised procedures for risk management, project pipelines and dispute settlements, replacing the duplicated functions the two separate bodies previously carried out.

Public-private partnership agreements will be designated as public documents, with copies available to interested parties under the law, a step towards greater transparency in deals involving public money. The move comes as the government pushes to draw private capital into infrastructure and state-owned enterprises, and as officials argue that clearer, faster processes are needed to get projects off the ground. The legislation will now go through the formal approval process before the merged body takes shape.
