Pakistan's electricity procurement cost could average Rs27.31 per unit next year, according to new projections by the Central Power Purchasing Agency (CPPA-G). The agency's base-case estimate puts total power purchase costs at a staggering Rs3.55 trillion for calendar year 2027, covering 130,081 gigawatt-hours of electricity sold to distribution companies.

The projections were filed as part of the tariff-rebasing exercise that will reset consumer electricity prices from January 1, 2027. The National Electric Power Regulatory Authority (NEPRA) will hold a public hearing on November 3, where stakeholders can challenge CPPA-G's assumptions before a final decision. Six scenarios were modeled: the ideal case drops the price to Rs25.88 per unit, while the worst case pushes it to Rs29.26.

Capacity charges — payments to power plants whether they run or not — make up the largest share at Rs1.91 trillion, followed by fuel costs of Rs1.32 trillion. The base case assumes 2.6% demand growth and an exchange rate of Rs279 to the dollar. Officials stress this is a purchase-price projection, not the final household bill — the actual tariff will also include taxes, subsidies, and other charges.
