Putin Proposes Trump–Xi Summit on Ukraine, Report Says

Vladimir Putin has proposed a three-way summit with Donald Trump and Xi Jinping next month to negotiate an end to the war in Ukraine, the Wall Street Journal reported on Sunday. According to the report, which cited people familiar with the discussions, Putin floated the idea during an October 9 phone call with Trump — the same call that produced a US deal to buy Russian diesel and was followed by Trump’s order waiving key sanctions on Moscow. The Journal said the proposal would favor Russia.

The Kremlin suggested holding the talks on the sidelines of the APEC summit in Shenzhen on November 18–19. Kremlin spokesman Dmitry Peskov confirmed that discussions are taking place but said there is “no clear understanding yet” about the meeting or its agenda. A senior US official told the Journal that Trump had not agreed to the summit but could be receptive to the idea.

Ukrainian President Volodymyr Zelenskyy has warned that the diesel deal and sanctions relief will embolden Putin and prolong the war. The White House did not immediately respond to the report.
