Starlink Restored in Ukraine as Musk Says Kyiv Violated Terms of Service

Ukraine's Starlink and Starshield satellite services are back to full speed, Kyiv's defence ministry has confirmed — but the restoration has opened a bitter public row over why the service was throttled in the first place.
Ukrainian officials said monitoring systems now show stable connections at speeds above 400 kilometres per hour, after more than a week of restrictions that capped speeds at around 160 km/h and hampered high-speed drone operations, frontline logistics and efforts to intercept Russian attack drones. President Volodymyr Zelenskyy confirmed on Saturday that both systems had resumed operating at the speeds Ukraine's military needs.
SpaceX chief Elon Musk, writing on X the same day, said the company had deliberately limited the service because Ukraine's military violated Starlink's terms of service by using it for offensive drone strikes. “That loophole was closed last week,” he wrote, adding that Starshield is a separate system controlled by the US government. Kyiv pushed back: a presidential adviser said Ukraine was physically unable to use Starlink for long- and medium-range attack drone operations. The row follows days of confusion over who ordered the limits, with Musk first blaming Washington and President Donald Trump saying he knew nothing about them.
