UN Inquiry: Russia Committed War Crimes by Attacking Ukraine's Energy Grid

A United Nations inquiry has concluded that Russia committed war crimes and crimes against humanity by deliberately attacking Ukraine's energy infrastructure, leaving millions of civilians without heat, electricity and water through freezing winters. The report by the UN's Independent International Commission of Inquiry on Ukraine was presented to the UN General Assembly's human rights committee on Monday, October 26, after examining attacks that began in autumn 2022.
The commission found the strikes were intentionally aimed at civilian targets and followed a state policy of depriving ordinary people of essential energy supplies. During the winter of 2025-2026, temperatures fell to minus 21 degrees Celsius while millions endured prolonged blackouts, with elderly residents trapped in lifts during air raids and hospital patients cut off from life-support equipment. Its findings rest on the accounts of 255 people across Kyiv and eight other regions, along with doctors, officials and aid groups.
The report also found evidence that Russia recruited men from 29 countries into its armed forces through deception and coercion, in what the commission described as human trafficking. Russia's UN mission rejected the findings, saying it does not recognise the commission's mandate and calling the evidence falsified. The warning comes as attacks intensify again: on Tuesday, President Volodymyr Zelensky said Russian missiles and more than 280 drones struck Kyiv's South Bridge and regions across the country, calling it a serious escalation against Ukrainian logistics.
